Abstract

Purpose

This study aims to examine the problems of the concession system that Macao has long-term adopted to regulate its gaming industry and discuss alternatives.

Design/methodology/approach

Theoretical reflection was used to provide qualitatively different insights about governmental supervision of the gaming industry.

Findings

Two options for reform are proposed: (1) replace the concession system with a licensing system that does not restrict the number of concessionaires or the period of concession or (2) adopt a modified form of the concession system that changes the number of concessionaires, period of concessions and methods for selecting concessionaires.

Practical implications

This study’s results have implications for the Macao government and other gaming jurisdictions in Asia.

Originality/value

This study provides a comprehensive examination of the concession system for governmental supervision of the gaming industry.

Abstract

Purpose

This paper examines the changes in Macao's gaming public policy following the 2022 revision of the gaming law. The revision introduces more regulations on the gaming industry and highlights the gaming industry's contribution to economic diversification, anti-money laundering and national security. The paper analyzes the economic, cultural and political factors that motivated these changes and evaluates the effectiveness of the new gaming public policy.

Design/methodology/approach

This paper compares the different versions of Macao's gaming laws and the gaming laws of Nevada and New Jersey, using a qualitative approach to interpret the meanings behind the law text.

Findings

The paper reveals that Macao's gaming public policy has changed significantly. The revised policy focuses more on economic diversification than the growth of the gaming industry and imposes more responsibilities on the gaming operators. It predicts that Macao's gaming industry will face more difficulties in increasing its market share in the next decade.

Practical implications

The findings of this paper can help the Macao government assess its gaming public policy and other governments learn from the complex situation when developing their public policies.

Social implications

The findings of this paper can enhance the understanding of Macao's gaming laws and the reality of Macao's gaming industry.

Originality/value

This paper is the first in academia to address Macao's new public policy toward gaming.

Abstract

Purpose

A novel proportional integral derivative-extended state disturbance observer-based control (PID-ESDOBC) algorithm is proposed to solve the nonlinear hydrodynamics, parameters perturbation and external disturbance in yaw control of remote operated vehicles (ROVs). The effectiveness of PID-ESDOBC is verified through the experiments and the results indicate that the proposed method can effectively track the desired attitude and attenuate the external disturbance.

Design/methodology/approach

This study fully investigates the hydrodynamic model of ROVs and proposes a control-oriented hydrodynamic state space model of ROVs in yaw direction. Based on this, this study designs the PID-ESDOBC controller, whose stability is also analyzed through Kharitonov theorem and Mikhailov criterion. The conventional proportional-integral-derivative (PID) and active disturbance rejection control (ADRC) are compared with our method in our experiment.

Findings

In this paper, the authors address the nonlinear hydrodynamics, parameters perturbation and external disturbance problems of ROVs with multi-vector propulsion by using PID-ESDOBC control scheme. The advantage is that the nonlinearities and external disturbance can be estimated accurately and attenuate promptly without requiring the precise model of ROVs. Compared to PID and ADRC, both in overshoot and settling time, the improvement is 2X on average compared to conventional PID and ADRC in the pool experiment.

Research limitations/implications

The delays occurred in the control process can be solved in the future work.

Practical implications

The attitude control is a kernel problem for ROVs. A precise kinematic and dynamic model for ROVs and an advanced control system are the key factors to obtain the better maneuverability in attitude control. The PID-ESDOBC method proposed in this paper can effectively attenuate nonlinearities and external disturbance, which leads to a quick response and good tracking performance to baseline controller.

Social implications

The PID-ESDOBC algorithm proposed in this paper can be ensure the precise and fast maneuverability in attitude control of ROVs or other underwater equipment operating in the complex underwater environment. In this way, the robot can better perform undersea work and tasks.

Originality/value

The dynamics of the ROV and the nominal control model are investigated. A novel control scheme PID-ESDOBC is proposed to achieve rapidly yaw attitude tracking and effectively reject the external disturbance. The robustness of the controller is also analyzed which provides parameters tuning guidelines. The effectiveness of the proposed controller is experimental verified with a comparison by conventional PID, ADRC.

Abstract

Purpose

The purpose of this paper is to review Macao's gaming regulation from 2001, when competition was introduced into the gaming market, to the present and discuss the potential methods to improve the regulatory system in the future.

Design/methodology/approach

This paper adopts the qualitative approach, investigating and studying the contents, changes and enforcement of the gaming legislations.

Findings

The gaming regulation in Macao has made great progress in the past two decades. Before 2001, the gaming market was monopolized, and the gaming regulation was merely a concession system. Law No. 16/2001, together with the other laws and regulations promulgated later, established a regulatory framework containing rules of suitability check, casino entry, competition, internal control, gaming promotion, credit gaming and antimoney laundering. The implementation of the rules has also drawn attention of the international community.

Originality/value

This paper reviews the gaming regulation in Macao in all its major aspects for the first time and argues that a framework of gaming regulation has been established in Macao although it needs to be improved.

Abstract

Purpose

A novel fault-tolerant control (FTC) method is proposed to assure the stability of the remote-operated vehicle (ROV) by considering the thruster failure-induced model perturbations. The stability of the ROV with failures is guaranteed and optimized with the determined model perturbation set. The effectiveness of the double-boundary interval fault-tolerant control (DBIFTC) is verified through the experiments and proves that the stability is well maintained, which demonstrates a decent performance.

Design/methodology/approach

This paper studies a control problem for a multi-vector propulsion ROV by using the DBIFTC method in the presence of thruster failure and external disturbances. The ROV kinematics and dynamical models with multi-vector-arranged thruster failure are investigated and formulated for control system design.

Findings

In this paper, the authors address the FTC problem of ROV with multi-vector thrusters and propose a DBIFTC scheme. The advantage is that as the kinematic system model of ROV is preanalyzed and identified, the DBIFTC becomes more effective. The mathematical stability of the system under the proposed control scheme can be guaranteed.

Research limitations/implications

The ROV model used in this paper is based on the system identification of experimental data. Although this model has real experimental value and physical significance, the accuracy can be further improved.

Practical implications

Cable-controlled underwater ROVs are widely used in military missions and scientific research because of their flexibility, sufficient load capacity and real-time information transmission characteristics. The DBIFTC method proposed in this paper can effectively reduce the problem of underwater vehicle under propeller failure or external disturbance and save unnecessary cost.

Social implications

The DBIFTC method proposed in this paper can ensure the attitude stability of ROV or other underwater equipment operating in the event of propeller failure or external disturbance. In this way, the robot can better perform undersea work and tasks.

Originality/value

The kinematics and failure mechanisms of the ROV with multi-vector propulsion system are investigated and established. An optimized DBIFTC scheme is investigated to stabilize ROV yaw attitude under the thruster failure condition. The feasibility and effectiveness of the DBIFTC is experimentally validated.

Abstract

Purpose

Public safety issues are highly concerned by the state and public. As an emerging network technology and industrial mode, Internet of Things (IoT) has great application prospect because of its architecture advantages and technical features, and has drawn wide attention from all walks of life. With the development of IoT, especially the putting forward of concept of public safety IoT, IoT has been a certain degree of application in the field of public safety. Because of that, public safety regulatory technology is improved. The paper aims to discuss this issue.

Design/methodology/approach

By summarizing scholars’ research results, this paper analyzes the application of IoT in public safety regulation, points out the challenges in application, and then puts forward some suggestions, pointing out IoT development prospects in the area of public safety regulation.

Findings

The application of IoT in the field of public safety from the perspective of IoT architecture and the perspective of the main technologies of IoT is paid attention. And this market that IoT added to other services in the public sector would generate $4.6 trillion of net profit globally in the next decade. Therefore, government leaders and public safety organizations should start exploring the full potential that IoT could offer to public safety.

Originality/value

The research will develop the theory of IOT, which is valuable to strengthen the IOT technology innovation and the application extension. The application of IOT in public safety will enhance the ability to supervise the public safety and guarantee the safe social condition for people’s life. So it is valuable in theory and in practice.

Abstract

Purpose

Cyber physical system (CPS) has attracted much attention from industry, government and academia due to its dramatic impact on society, economy and people’s daily lives. Scholars have conducted a number of studies on CPS. However, despite of the dynamic nature of this research area, a systematic and extensive review of recent research on CPS is unavailable. Accordingly, this paper conducts an intensive literature review on CPS and presents an overview of existing research on CPS. The purpose of this paper is to identify the challenges of studying CPS as well as the directions for future studies on CPS.

Design/methodology/approach

This paper examines existing literatures about CPS from 2006 to 2018 in Compendex, presenting its definition, architectures, characteristics and applications.

Findings

This study finds that CPS is closely integrated, diversified and large-scale network with complex multiple time scales. It requires dynamic reorganization/reconfiguration, mass computing, and closed, automated and control circuits. Currently, CPS has been applied in smart manufacturing, medical systems, smart city and smart libraries. The main challenges in designing CPS are to develop, to modify, to integrate abstractions and to set predictable timing of openness and physical interconnection of physical devices. Furthermore, security is a key issue in CPS.

Originality/value

This study adds knowledge to the existing literature of CPS by answering what the current level of development on CPS is and what the potential future research directions of CPS are.

Abstract

Purpose

The purpose of this paper is to investigate the implications of the China’s rising meat demand and industrialization of the livestock sector for the vegetable oil market.

Design/methodology/approach

An equilibrium displacement model is constructed to analyze the interactions between meat consumption and vegetable oil market through the development of livestock sector modernization. Parameters derived from the 2006 to 2009 data are first used to produce the counterfactual growth rate of the non-soybean vegetable oil to validate the model. Then the authors use the second set of parameters derived from the 2010 to 2013 data to forecast the changes in the vegetable oil market in China.

Findings

Soybean oil, as a co-product of soybean processing, tends to crowd out other vegetable oils. In particular, the authors find that the market for non-soybean vegetable oils may shrink as long as the rapid industrialization pace above 10 percent within China’s livestock sector continues. Although their production takes up only 8.5 percent of all agricultural lands in China, oil crops remain as important cash crops for farmers contributing over 10 percent to the overall farm income in some provinces. The authors’ analysis suggests that stakeholders in these regions should closely monitor the structural changes within the livestock sector and consider the information for crop selection.

Originality/value

The authors’ analysis contributes to the literature on China’s meat demand by highlighting its implications for other agricultural markets involved in the food system.
